I'm not the cosplayer, but this is how I added the cutie mark to my Pinkie Pie dress: I bought some felt squares at my local fabric stores, and I went home and cut out the simple shape of the mark in cardboard and traced the shape onto the felt with white chalk, and then I cut the shapes out, and sewed them onto the dress by hand.
